This is the Thai Earth Goddess, Mae Thoranee, whose story is now connected to that of Buddha. When Buddha sat under a Bodhi (fig) Tree trying to attain enlightenment he was attacked by (the Devil) Mara's army. Buddha put his fingers down to the ground, calling on Mae Thoranee for help. She wrung from her hair water representing the merits that Buddha had earned in past lives. This was enough to drown Mara's army, and Buddha was then able to gain enlightenment.
